<br />1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 7E <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: August 11, 2025 <br /> <br />TOPIC: Consider Resolution No. 25-108, Approving Trunk Utility <br />Agreement, Natures Refuge North <br /> <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to approve a Trunk Utility Agreement for the <br />installation of utilities at Natures Refuge North. <br /> <br />BACKGROUND <br /> <br />On May 12, 2025 the City Council approved the PUD preliminary plan and plat for the Natures <br />Refuge North project. The applicant, M/I Homes of Minneapolis/St. Paul, LLC, is proposing to <br />plat and develop a 94-lot residential subdivision on 60 acres north of Natures Refuge. <br /> <br />On May 27, 2025 the City Council approved a Grading Agreement for the Natures Refuge North <br />project. The applicant has commenced grading on the site. The applicant has requested to <br />start installing the trunk utilities including the deep sanitary sewer lift station manhole in the <br />fall of 2025. M/I Homes will acknowledge through the Trunk Utility Agreement that they are <br />completing this work at their own risk and prior to final plat approval. Final plat will be <br />presented City Council on September 8, 2025. <br /> <br />The applicant is required to submit a cash escrow to cover City Costs in the amount of <br />$145,032.00 along with a letter of credit in the amount of $3,120,729.00 to secure completion <br />of the improvements. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 25-108 for a Trunk Utility Agreement, <br />Natures Refuge North. <br /> <br />ATTACHMENTS <br /> <br />Page 637 of 679
