2 <br /> <br />• Java Lino Lakes Second Addition Final Plat prepared by Design Tree received on July 15, <br />2025 <br />• Final Stormwater Management Study Java Lino Lakes 2nd Addition prepared by Design <br />Tree dated May 27, 2025 <br />• Title Commitment dated April 23, 2025 <br /> <br />BACKGROUND <br /> <br />On April 14, 2025, the City Council passed Resolution No. 25-45 approving the Java Lino Lakes <br />final plat. The plat created three (3) commercial lots along Lake Drive. Lot 2, Block 1, Java Lino <br />Lakes was proposed to have a 3 unit multi-tenant retail building. The applicant is now proposing <br />to subdivide this lot into 2 lots for the purpose of constructing a standalone Chipotle Restaurant <br />and a standalone Pacific Dental office. Lot 1, Block 1, Java Lino Lakes Second Addition will still <br />be an O’Reilly’s Auto Parts retail store as originally planned. <br /> <br />On June 9, 2025, the City Council passed Resolution No. 25-77 approving the Java Lino Lakes <br />Second Addition preliminary plat. The Council staff report and resolution detail the project’s <br />consistency with the City’s Comprehensive Plan and compliance with the City Code for zoning <br />and subdivision requirements. <br /> <br />ANALYSIS <br /> <br />The final plat contains the following lots: <br /> <br />Parcel Acres Purpose <br />Lot 1, Block 1 1.50 acres Retail auto part sales <br />(O-Reilly’s Auto Parts) <br />Lot 2, Block 1 0.68 acres Office-Business Clinic <br />(Pacific Dental) <br />Lot 3, Block 1 0.84 acres Restaurant <br />(Chipotle) <br />TOTAL 3.02 acres <br /> <br />Planning & Zoning Board <br /> <br />On August 13, 2025, the Planning and Zoning Board reviewed the final plat and made the <br />following findings of fact: <br /> <br />Per City Code Section 1001.057 Review, Approval or Denial: <br /> <br /> (1) The Planning and Zoning Board shall consider the final plat and the Community <br />Development Department shall forward the Planning and Zoning Board recommendations to <br />Page 122 of 171
