CITY COUNCIL <br />STAFF REPORT <br />AGENDA ITEM 1.D. <br /> <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br /> <br />MEETING DATE August 25, 2025 <br /> <br />AGENDA ITEM: Approval of Resolution No. 25-112, Supporting the Long Range Plan for <br />the Rice Creek North Regional Trail <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br /> <br />INTRODUCTION <br />The Council is being asked to consider Resolution No. 25-112, Supporting the Long-Range Plan <br />for the Rice Creek North Regional Trail. <br /> <br />BACKGROUND <br />The Anoka County Parks Department is pursuing the development of a multi-purpose regional <br />trail system that would link local and state trail systems, regional parks, and provide safe and <br />convenient routes for non-motorized traffic to traverse the County. <br /> <br />The Metropolitan Council recently adopted the 2050 Regional Parks Policy Plan, which <br />supports the implementation of corridors which provide access to high quality natural <br />resources, regional parks, park reserves, and local areas of interest. <br /> <br />The proposed alignment of the Rice Creek North Regional Trail would link the cities of <br />Shoreview in Ramsey County, Blaine, Circle Pines and Lino Lakes in Anoka County, and is <br />strategically located to provide pedestrian and bike access to the recreational and natural <br />resources along its route.
