The plan, as proposed, establishes the framework and guidelines for future <br />development along the corridor. <br />Updated water and sanitary sewer system plans have been incorporated into the final draft and <br />address routing and sizing requirements based on the preferred scenario. A phasing plan has <br />been included that generally outlines a development sequence based on the orderly extension <br />of utilities and land area included in the 2040 Comprehensive Plan Utility Staging areas. The <br />phasing boundaries as currently shown should be considered flexible and are not intended to <br />be fixed at this time. Staff anticipates some modification as part of any amendment to the <br />Comprehensive Plan Utility Staging Plan. <br />If approved, staff would begin the process for amendment of the 2040 Comprehensive Plan to <br />incorporate the Master Plan. <br />The Planning and Zoning Board held a public hearing on Wednesday, August 13, 2025. The <br />Board unanimously recommended approval of the plan. Five residents spoke at the public <br />hearing. Comments included: <br /> <br />• Need for clarification of what “Gateway” means and consistency with Anoka County <br />Plans for the transportation system and pace of growth. <br />• Concern over potential increase in traffic volumes and safety on local roads. <br />• Concerns regarding water use, stormwater and land use density. <br />• Preference for park space to be incorporated into the Planned Residential/Commercial <br />area north of Main Street and improving walkability. <br /> <br />The Master Plan addresses these issues and provides a more detailed set of guidelines for this <br />specific area as it develops over the next 30 plus years: <br /> <br />• Prioritizes green space and changing the locations of different density types within the <br />962-acre area. <br />• Recommends that land developed for higher-density housing and commercial <br />properties be located on the westernmost side of the study-area near the intersection <br />of Main Street and Sunset Ave, rather than concentrated in the middle of the study area <br />along the Main Street corridor. <br />• Moves lower-density housing to the eastern side of the study area, adjacent to existing <br />low-density housing. <br />• Establishes a conservation design framework for ditch system corridors to improve <br />water quality and create passive recreational opportunities. <br />• Expands the parks, trails and greenway system by incorporating the county ditch system <br />and the addition of small neighborhood pocket parks. <br />• Identifies specific transportation improvements necessary to address traffic demands. <br />• Modifies municipal sanitary sewer and water main routing and sizing to ensure efficient, <br />orderly, and logical extension of municipal utilities. <br /> <br />Page 51 of 171
