Lino Lakes Comprehensive Plan Update 10-1
Chapter 10: Parks,
Greenways and Trails
Introduction
Lino Lakes has an impressive history of planning for parks and open space,
including the 2004 Parks, Natural Open Space / Greenways and Trail System
Plan That plan was updated in 2011 as part of the 2030 Comprehensive Plan
update, and adopted by reference in Chapter 2, the Resource Management
System Plan This chapter of the 2040 Comprehensive Plan brings together
and replaces those separate studies with a cohesive plan that reflects the
community’s long held belief that ongoing development must be in harmony
with preserving the innate character of the city The common vision and
goal that has been carried throughout the various comprehensive plans and
park plan updates is a continued focus on preserving the natural open space
character of the city
This chapter of the Comprehensive Plan will describe the parks, greenways
and trail systems, with open space and natural resource components as
applicable The chapter will be used for:
•Strategic decision making, general policy setting, establishing priorities
and budget allocations
•Day-to-day use by staff and those charged with implementing the plan to
ensure a high level of consistency in interpretation and action
The following statements provide the key underpinnings of the progressive
vision for parks, greenways and trails in Lino Lakes:
•Foster a high quality of life within the context of ecological protection,
responsible land stewardship, long-term sustainability, and economic
viability
•Implement a balanced park, trail and greenway system offering multiple
community values for a wide range of demographics and user groups
•Perpetuate an interconnected latticework of natural landscapes,
greenways, parks and trails throughout the city
•Foster the “city as a park” concept, whereby preserved natural areas
and parks serve as a primary factor in shaping the character of the
community
•Maintain a high and consistent standard of quality throughout the system
•Adhere to a planning and design process to ensure consistency in public
involvement and outcomes
•Allow for some flexibility in implementation of the plan to adjust to
realistic financial limitations, unforeseen events, and shifts in priorities.
Lino Lakes Comprehensive Plan Update Chapter 1: Introduction 1-3
Environment
Lino Lakes’ residents place a high value on its lakes and open spaces Lakes,
wetlands and protected open space occupy approximately 45% of the city’s
area and provide Lino Lakes with a character and ambiance unequaled within
the region
The Rice Creek Chain of Lakes is the most significant and defining natural
feature of the city’s landscape This large natural amenity, much of which is
protected in a regional park, attracts residents and sets the city apart from
surrounding municipalities It also shapes development by dividing the
community and presenting challenges for providing infrastructure such as
sewer and water and roadway connections
Lino Lakes’ city plans have long recognized the need to integrate the
protection of the natural environment with all aspects of community
development The city has collaborated with the Rice Creek Watershed
District to develop a unique and unprecedented city-wide, watershed-based
Resource Management Plan (RMP) While the RMP is primarily focused
on wetlands and water resources, it also identifies important upland natural
resource areas and provides the framework for a unified approach to natural
resources management when combined with the city’s Comprehensive Plan,
particularly the Land Use Plan, the Local Water Management Plan, and the
Parks, Greenways and Trails
Circle
Pines
Columbus
Centerville
Arden
Hills
Blaine
Ham Lake
Hugo
Dellwood
Forest
Lake
Fridley
GrantMounds
View
New
Brighton
North
Oaks
Lexington
Lino
Lakes
Mahtomedi
Shoreview
Spring
Lake
Park
Vadnais
Heights
White
Bear
Lake
White
Bear Twp.
Community Designation
ANOKA
DAKOTA
HENNEPIN RAMSEY
SCOTT
WASHINGTON
CARVER
Extent of Main Map
0 1 2 3 4 50.5
Miles
City of Lino Lakes, Anoka County
Com munity Designation
Urban Center - The 1976 Metropolitan Land Planning Act requires
every municipality and county within the metropolitan area to prepare and
submit a comprehensive plan for review by the Metropolitan Council The
Council reviews local plans for conformance to metropolitan systems plans
(transit, highways and airport; wastewater services; and parks and open
space), consistency with Council policies, and compatibility with adjacent and
affected governmental units Updates of local plans are triggered by updates
to the systems plans and the issuance of “systems statements” to local
governments by the Metropolitan Council Systems Statements were issued
in September of 2015 Updated local comprehensive plans are due to the
Metropolitan Council for review by December 31, 2018.
Community Designation
In its Regional Development Guide, “Thrive MSP 2040”, the Metropolitan
Council groups local jurisdictions with similar characteristics for the
application of regional policies into “community designations” The Council
uses community designations to guide regional growth and development;
establish land use expectations including overall development densities
and patterns; and outline the respective roles of the Council and individual
communities, along with strategies for planning for forecasted growth
Lino Lakes has been designated Emerging Suburban Edge (Figure 1-2)
Emerging Suburban Edge communities include cities, townships and
portions of both that are in the early stages of transitioning from rural
communities into urbanized levels of development Emerging Suburban
Edge communities offer both connections to urban amenities and the
proximity to open spaces that characterizes a rural lifestyle Emerging
Suburban Edge communities are expected to plan for forecasted population
and household growth through 2040 and beyond at overall average net
densities of at least three to five units per acre for new development and
redevelopment Higher density developments should be targeted to areas
with better access to regional sewer and transportation infrastructure,
connections to local commercial activity center, transit facilities and
recreational amenities
2040 COMPREHENSIVE PLAN
• Alignment with metropolitan system plans for transit,
highways, wastewater services, and parks and open
spaces
• Intersection of Sunset and Main Street as a key gateway
into the community
ADDITIONAL FACTORS
• Consumer demand for housing choices based on
lifestyle, age or income; variety in housing product
• Balance of infrastructure, both natural and man-made
• Public expectations; balancing development with vision
to keep Lino Lakes’ reputation and identity as quiet and
nature-friendly
PLANNING GOALS
• Guide development of the area for the future
• Define potential development scenarios
• Outline development requirements
REGIONAL FRAMEWORK
• Lino Lakes is located withing the 7 county Metropolitan
Council region
• Lino Lakes is designated as an Emerging Suburban
Edge city
DENSITY REQUIREMENTS
• Per the 2040 Comprehensive Plan, overall City sewered
residential must meet 3.0 - 5.0 units per acre
• Provide enough land at 8.0 units per acre to
accommodate future affordable housing need
FACTORS INFLUENCING PLANNING
MAPPING NORTHWEST MAIN - MAIN STREET MASTER PLAN
AUGUST 25, 2025 CONCEPT DEVELOPMENT SCENARIOS | 14Page 68 of 171
