SCENARIO 2 - DEVELOPMENT PHASING PLAN <br />As discussed in the City’s 2040 Comprehensive Plan the <br />provision of municipal sanitary sewer and water service is <br />the key factor to determining the timing of future growth. <br />The Master Plan area is anticipated to development over <br />30 plus years. The pace and timing are dependent on a <br />number of factors including: <br />• Land Use <br />• Property owner interests <br />• Market demands <br />• Utility Staging <br />• Infrastructure availability <br />The 2040 Comprehensive Plan includes a Utility Staging <br />Plan that creates a logical growth pattern based on <br />the location and availability of infrastructure. The <br />Utility Staging Plan defines the timing at which land is <br />potentially available for development and allows the <br />city greater control over the pace and location of new <br />development. <br />Implementation of Scenario 2 will require modification <br />of the 2040 Utility Staging Plan to ensure an efficient <br />and logical extension of municipal utilities. The <br />Development Phasing plan is intended to provide a basis <br />for amendment to the 2040 Comprehensive Plan Utility <br />Staging Plan. Phases do not represent a specific time <br />period but rather a logical sequence based on utility <br />location and design considerations, land use, property <br />owner and market interests. The phasing plan also <br />recognizes the existing rural residential development <br />along the northeast and eastern side of the project <br />area. It is assumed that these areas would be the last to <br />transition to urban development. <br />Phasing boundaries should be considered somewhat <br />flexible in order to accommodate actual development <br />proposals.
