The City Attorney reviewed the title commitment and final plat and no concerns. <br />Homeowners Association (HOA) <br />A Homeowners Association shall own and maintain the outlots containing open space, <br />wetlands, buffer, and lake. The HOA shall also maintain the landscaped road medians and <br />stormwater re-use system. <br />Additional Agency Comments <br />Ramsey County Public Works notes that construction at Centerville Road and County Road J is <br />to begin in 2026 and last through 2027. Avoidance of this intersection with any construction <br />traffic is highly encouraged. <br />Anoka County Highway Department provided right in/right out striping detail. This was <br />forwarded to the applicant. <br />Agreements <br />Stormwater Maintenance Agreement <br />Private stormwater facilities will be maintained through a Declaration for Maintenance of <br />Stormwater Facilities. <br />Development Agreement <br />The Developer is required to enter into a written development agreement with the City. The <br />agreement includes the typical provisions for constructing and funding public improvements, <br />providing securities to ensure completion public improvements and provision of escrows to <br />reimburse the City for costs incurred by the City associated with the plat and improvements. In <br />addition, the agreement includes unique conditions resulting from the location of the <br />development straddling municipal boundaries and involving privately owned improvements. <br />Prior to construction of public improvements, the following items will need to be provided or <br />approved as required: <br />1) The Developer shall obtain from Presbyterian Homes of North Oaks a public street, <br />drainage and utility easement for that portion of the proposed Wilkinson Way lying <br />within the City of North Oaks. <br />2)The Developer shall provide Presbyterian Homes of North Oaks a private <br />street, drainage & utility easement for that portion of Wilkinson Lake Boulevard <br />proposed to be constructed across Outlot D. <br />5 <br /> <br />
