Homeowners Association (HOA) A Homeowners Association shall own and maintain the outlots containing open space, wetlands, buffer, and lake. The HOA shall also maintain the landscaped road medians and stormwater re-use system. Additional Agency Comments Ramsey County Public Works notes that construction at Centerville Road and County Road J is to begin in 2026 and last through 2027. Avoidance of this intersection with any construction traffic is highly encouraged. Anoka County Highway Department provided right in/right out striping detail. This was forwarded to the applicant. Agreements Stormwater Maintenance Agreement Private stormwater facilities will be maintained through a Declaration for Maintenance of Stormwater Facilities. Development Agreement The Developer is required to enter into a written development agreement with the City. The agreement includes the typical provisions for constructing and funding public improvements, providing securities to ensure completion public improvements and provision of escrows to reimburse the City for costs incurred by the City associated with the plat and improvements. In addition, the agreement includes unique conditions resulting from the location of the development straddling municipal boundaries and involving privately owned improvements. Prior to construction of public improvements, the following items will need to be provided or approved as required: 1) The Developer shall obtain from Presbyterian Homes of North Oaks a public street, drainage and utility easement for that portion of the proposed Wilkinson Way lying within the City of North Oaks. 2)The Developer shall provide Presbyterian Homes of North Oaks a private street, drainage & utility easement for that portion of Wilkinson Lake Boulevard proposed to be constructed across Outlot D. 5
