Ms. Katie Larsen <br />09/04/2025 <br />Page 11 <br />Wetland buffers meeting minimum and average requirements will be required around all <br />wetland areas following construction. <br />•Landscaping <br />A Landscape Plan for Wilkin <br />son Waters Addition has been submitted and will be reviewed by staff and the City’s <br />Environmental Coordinator. The Environmental Coordinator will provide separate comments. <br />•Floodplain <br />The proposed pond berm and trail grading appears to result in floodplain fill. Calculation of <br />compensatory cut must be provided to ensure there is no net fill in the floodplain. <br />This remains an open comment. A one-time deposition of 100 cubic yards of floodplain fill <br />is allowable, fill in excess of this volume requires compensatory cut within the floodplain. <br />•Drainage and Utility Easements <br />Roadways are proposed within right-of-way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements will be required to be provided over <br />any utilities outside the right of way and any surface water management features <br />The plan shows White Bear Lake Township easements (30’ and 50’) with the existing <br />sanitary sewer and watermain crossing the site. White Bear Lake Township has <br />commented that the Township has no easement and that the lines were installed and <br />owned by the North Oaks Company. Please update the linework or provide a record <br />showing the easements. <br />Comments: <br />1.For pipe within drainage and utility easements that is greater than 10’ deep, <br />easements must be set with a width equal to the pipe depth. For example, a 20’ deep <br />pipe would require 20’ wide easements on either side of the alignment. <br />a.This appears to be needed for P-101, P-102, P-111, P-110, and P-202. <br />ISG Response (7/14/2025) – Easement lines have been updated to provide 20’ <br />minimum or 1:1 easement for storm sewer outside of the ROW. <br />WSB Response (8/6/2025) – D&U must be expanded between L4 B1 and L5 B1 to <br />accommodate the >10’ pipe depth between ST-110 and ST-109. D&U must be <br />expanded between L1 B1 and L2 B1 to accommodate the >10’ pipe depth between <br />ST-202 and ST-201. <br />WSB Response (9/4/2025) – Remains an open comment. <br />2.Drainage and utility easements are needed for all proposed rain gardens up to the <br />extents of the 100-year HWL. <br />ISG Response (7/14/2025) – D&U easements have been added around proposed <br />raingardens. <br />WSB Response (8/6/2025) – Please specify document showing these easements, <br />none are evident on sheet A0-16 of the Preliminary Plat Plan Set. <br />WSB Response (9/4/2025) – Remains an open comment. <br />3.Provide existing easement figure showing all ownership <br />Wilkinson Waters Development - Engineering Review <br /> <br />
