CITY COUNCIL WORK SESSIONOctober 28, 2013 <br />DRAFT <br />CITY OF LINO LAKES <br />1 <br />MINUTES <br />2 <br />3 <br />DATE:October 28, 2013 <br />4 <br />TIME STARTED:5:30p.m. <br />5 <br />TIME ENDED:6:20p.m. <br />6 <br />MEMBERS PRESENT: Council Member Stoesz, O’Donnell, <br />7 <br />Rafferty,Roeserand Mayor Reinert <br />8 <br />MEMBERS ABSENT:None <br />9 <br />10 <br />11 <br />Staff members present: City Administrator Jeff Karlson; Finance Director Al Rolek; <br />12 <br />Public Safety Director John Swenson; City Attorney Joseph Langel; Public Services <br />13 <br />Director Rick DeGardner; Community Development Director Michael Grochala; City <br />14 <br />Engineer Jason Wedel; City Clerk Julie Bartell <br />15 <br />16 <br />1.Anoka County Public Safety Data System <br />–Police Chief Swenson reviewed a <br />17 <br />PowerPoint presentation that gave background and updated the council on the public <br />18 <br />safety data system project considered by the council in 2011. The system will create <br />19 <br />avenues for system wide sharing of data for police, fire, dispatch, jail and emergency <br />20 <br />management use. Bonding for the system was authorized bythe state legislature in 2011. <br />21 <br />Currently development of the system is ready to go forward with vendors identified and <br />22 <br />contracts to be considered at the next Joint Law Enforcement Council (JLEC) meeting. <br />23 <br />The mayor discussed with staff the benefits thecity would see from the new system, <br />24 <br />including better connectivity (i.e. police and fire could access building plans on-line to <br />25 <br />assist with an emergency situation). Council Member Stoesz, who represents the city on <br />26 <br />the JLEC, noted that he envisions thisdeveloping as a good program but he does want to <br />27 <br />see a good implementation plan included and due consideration of privacy elements. <br />28 <br />When Council Member Rafferty asked about controlling costs and possibly taking longer <br />29 <br />to look at the proposal, Chief Swenson responded that the current computer aided <br />30 <br />dispatch (CAD) system really needs to be updated and there is benefit to joining this <br />31 <br />effort now. <br />32 <br />33 <br />No official action was required by the council but the council concurred that the JLEC <br />34 <br />should continue to movethe project forward. <br />35 <br />36 <br />2.Special Work Session for November 18, 2013 <br />-The council scheduled to review <br />37 <br />the City’s public improvement and special assessment process and to discuss options for <br />38 <br />financing future projects. City board and commission members willbe invited. <br />39 <br />40 <br />3.Review Regular Agenda <br />The council reviewed the agenda for the regular <br />41– <br />meeting of October 28, 2013.
