LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: August 11, 2025 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:23 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, <br />Community Development Director Mike Grochala, City Planner Katie Larsen, City Engineer Diane <br />Hankee, Environmental Specialist Tom Hoffman, Chief of Police Curt Boehme and Fire Chief Dan <br />L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period. <br />Scott Coggins, 15043 Thrush Street NW, Andover, MN, Anoka County Election â–ºntegrity Team <br />Representative, presented a handout titled "Call to Action: Save Lino Lakes Autonomy". He <br />questioned why Anoka County is deciding the matter of using electronic rosters.
