CITY COUNCIL <br />STAFF REPORT <br />AGENDA ITEM 3.B. <br /> <br />STAFF ORIGINATOR: Roberta Colotti, City Clerk <br /> <br />MEETING DATE September 8, 2025 <br /> <br />AGENDA ITEM: First Reading of Ordinance No. 16-25, Amending Chapter 202, Council <br />and Commission Procedures <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br /> <br />INTRODUCTION <br />It is requested that the City Council review the Council and Commission procedures outlined in <br />City Code Chapter 202 for possible amendment. <br /> <br />BACKGROUND <br />There are three sections of City Code Chapter 202, Council and Commission Procedures <br />proposed for amendment. <br /> <br />Section 202.04 Order of Business. The primary change is to set the agenda following roll call. <br />This will allow the Council the opportunity to amend the order prior to other items of business <br />taking place. The City Council reviewed the order of business at the last Work Session and <br />recommended a few other modifications to the order and naming of items to be in keeping <br />with current practice, which are reflected in the draft ordinance. <br /> <br />Section 202.17 Petitions. This section was updated to focus on petitions and to clarify that <br />other written reports or correspondence would be processed in keeping with the Rules of <br />Decorum, which were recently updated to address written materials. <br /> <br />Section 202.20 Amendment of Rules. This section allows for a temporary suspension of the <br />rules by consent of a majority of all Council members. To provide greater flexibility in <br />addressing timely items requiring a reordering of the order of business or supension of certain <br />rules, it is proposed that the requirement that the amendment be made at a prior meeting be <br />struck from the language in the code. <br /> <br />RECOMMENDATION <br />1.
