1 <br /> <br />CITY OF LINO LAKES <br />RESOLUTION NO. 25-118 <br /> <br />RESOLUTION APPROVING NATURE REFUGES NORTH PUD FINAL PLAN/FINAL PLAT <br /> <br />WHEREAS, on July 10, 2025, the City received a complete land use application for <br />Natures Refuge North PUD Final Plan/Final Plat hereafter referred to as Development; and <br /> <br />WHEREAS, City staff completed review of the Development based on the following <br />plans and information: <br /> <br />• Land Use Plan prepared by Carlson Engineering revision date July 25, 2025 <br />• Preliminary Plat prepared by Carlson Engineering revision date July 25, 2025 <br />• Final Plat prepared by Carlson Engineering received on July 25, 2025 <br />• Title Commitment dated May 13, 2025; and <br /> <br />WHEREAS, on May 12, 2025, the City Council approved the preliminary plat with <br />Resolution No. 25-61; and <br /> <br />WHEREAS, on August 13, 2025, the Planning & Zoning Board reviewed and <br />recommended approval of the Development; and <br /> <br />WHEREAS, the proposed Development is not considered premature and meets the <br />performance standards of the subdivision and zoning ordinance; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota: <br /> <br />FINDINGS OF FACT <br /> <br />Per City Code Section 1001.057 Review, Approval or Denial: <br /> <br />(2) The following requirements shall be met before consideration of the final plat by the City <br />Council: <br /> <br />(a) The final plat shall substantially conform to the approved preliminary plat and phasing <br />plan. <br /> <br />The final plat substantially conforms to the approved preliminary plat and phasing plan. <br /> <br />(b) For plats that consist solely of individual single family residential lots, final plat <br />applications for subsequent phases shall not be approved until building permits have <br />been issued for 40% of lots in the preceding phase.
