<br />PLANNING & ZONING BOARD <br />AGENDA ITEM 7A <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br />Michael Grochala, Community Development Director <br />MEETING DATE: October 10, 2025 <br />TOPIC:Main Street Master Plan Comprehensive Plan Amendment <br />CASE NUMBER: CPA2025-XX <br />APPLICANT: City of Lino Lakes <br />OWNER: N/A <br />REVIEW SCHEDULE: N/A <br />INTRODUCTION <br />Staff will be providing an update on the Main Street Master Plan Comprehensive Plan <br />Amendment. <br />BACKGROUND <br />The Main Street Master Plan was approved by the City Council on August 27, 2025, as the <br />guiding document for the Main Street Corridor. As part of the implementation process an <br /> amendment to the City’s Comprehensive Plan is necessary, covering the entire study area. The <br />amendment will include: <br />Text modifications to the Planning District 2 guidance incorporating the Master Plan <br />Amendment of the 2040 and Full Build Land Use Plans <br />Amendment of the 2040 Utility Staging Plan <br />Updates to land supply and density tables <br />Updates to the Sanitary Sewer Chapter <br />Staff will provide an overview of the proposed changes at the October 10, 2025, meeting. A <br />public hearing will be held to consider the proposed amendment at the November 12, 2025, <br />Planning and Zoning Board meeting. In addition, the planned amendment will be distributed <br />to adjacent governmental jurisdictions for review including the City of Blaine, Centennial and <br />Forest Lake School Districts, Anoka County and the Rice Creek Watershed District. <br />1 <br /> <br />
