CITY COUNCIL <br />STAFF REPORT <br />AGENDA ITEM 1.G. <br /> <br />STAFF ORIGINATOR: Tracy Thoma, Finance Director <br /> <br />MEETING DATE September 22, 2025 <br /> <br />AGENDA ITEM: Approval of Resolution No. 25-127, Approving an Interfund Transfer <br />from the General Fund to the Park & Trail Improvement Fund <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br /> <br />INTRODUCTION <br />Staff have prepared a resolution approving the transfer of $90,000 from the General Fund to <br />the Park & Trail Improvement Fund. <br /> <br />BACKGROUND <br />During the 2026 Budget Council Work Session #2 on September 2nd, the Council directed staff <br />to prepare a transfer of $90,000 from the General Fund to the Park & Trail Improvement Fund. <br /> <br />Annually, and during budget discussions, the Council reviews the planned uses and allocations <br />of the Operating Levy. The Park and Trail Improvement Fund is proposed to receive $180,000 <br />in levied property tax revenues in 2026, which is the same amount that was levied in 2025. The <br />City’s General Fund Balance (reserves) is currently over the policy requirements. A one-time <br />transfer from the General Fund to the Park & Trail Improvement Fund will allow for additional <br />Park & Trail capital improvements to occur in 2026, without a 2026 tax levy impact. <br /> <br />RECOMMENDATION <br />Adopt Resolution #25-127 Approving an Interfund Transfer. <br /> <br />ATTACHMENTS <br />1. 25-127 - Approving Interfund Transfers <br /> <br />Page 46 of 228
