5. Zoning Ordinance Text Amendment Relating to Cannabis Microbusiness and <br />Mezzobusiness <br />The Community Development Director and City Planner presented the proposed <br />ordinance amendment related to Microbusiness and Mezzobusiness. It was noted that <br />the Office of Cannabis Management (OCM) has several levels of licenses. The company <br />2E Reality, LLC., submitted a land use application to amend the zoning ordinance <br />to allow cannabis microbusinesses and mezzobusinesses within the R, Rural Zoning <br />District. <br />It was reported that the Planning & Zoning Board held a public hearing on September <br />10, 2025 and recommended approval .The Economic Development Advisory Board also <br />reviewed the application, and their comments are included in the staff report, they <br />recommended approval of the amendment. <br />The Community Development Director stated that this item was presented for the <br />information of the Council this evening and is scheduled for formal action on October <br />13, 2025. <br />6. Police Department Report <br />The Chief of Police presented the Police Department report. He stated that it covered <br />the period January 2025 to August 2025. He reviewed the department statistics and <br />operations. <br />The Council discussed the information presented. <br />Fire Department Report <br />The Fire Chief presented the Fire Department report. He stated that it covered the <br />period January 2025 to September 2025. He reviewed the department statistics and <br />operations. <br />The Council discussed the information presented. <br />8. Inc Rinks — Seasonal Pickleball Court Use <br />Councilmember Ruhland reported that the City of Woodbury created dual use of <br />space/equipment by having ice -rinks constructed to be used as pickleball courts in the <br />summer. He suggested that the City consider a similar design option. <br />The Public Services Director presented a map showing the current and future pickleball <br />and ice rink locations. It was noted that there is good coverage across the city of <br />pickleball locations currently. Looking forward, the recreation facilities by the public <br />works building will need to be moved and rebuilt. He provided general cost information, <br />maintenance requirements and construction information for a dual use ice - <br />Page 2 of 3 <br />
