CITY COUNCIL <br />STAFF REPORT <br />AGENDA ITEM 3.B. <br /> <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources and Communications Manager <br /> <br />MEETING DATE October 13, 2025 <br /> <br />AGENDA ITEM: Appointment of Human Resources Assistant <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br /> <br />INTRODUCTION <br />The City Council is being asked to approve the appointment of Joseph Pothast to the Human <br />Resources Assistant position within the Administration department. <br /> <br />BACKGROUND <br />Staff has completed the recruitment process, provided a conditional offer, and is <br />recommending the approval of Joseph Pothast to the full time Human Resources Assistant <br />position. <br /> <br />Pothast has a bachelor's degree from Concordia St. Paul. He has worked as the Human <br />Resources/Talent Acquisition Specialist at Factory Motor Parts in Eagan since August 2023 and <br />worked as a recruiter at Aerotek for two years prior to that. <br /> <br />The starting wage for Pothast will be $32.56 per hour, which is Step 2 in a 7 step wage scale. <br /> <br />With the Council’s approval, Pothast will start in the position on October 15, 2025. <br /> <br />The hiring of Pothast will backfill the Human Resources Assistant vacancy that was created due <br />to a resignation. The 2025 Adopted Budget includes one full-time Human Resources Assistant in <br />the Administration department. <br /> <br />RECOMMENDATION <br />Please approve the appointment of Joseph Pothast to the Human Resources Assistant position <br />with a start date of October 15, 2025. <br /> <br />ATTACHMENTS <br />None <br /> <br />Page 52 of 145
