Page 1 of 2 <br /> <br />Lino Lakes City Council <br />Work Session <br />Minutes <br /> <br />DATE: October 13, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:26 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Ruhland, Lyden, Cavegn and Stoesz <br />MEMBERS ABSENT: None <br /> <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Community Development Director Mike <br />Grochala, City Planner Katie Larsen, City Engineer Diane Hankee, Chief of Police Curt Boehme <br />and Fire Chief Dan L’Allier. <br /> <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br /> <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />Mayor Rafferty requested that several event announcements to be added to the <br />agenda. <br /> <br />The agenda was adopted as amended. <br /> <br />3. Community Events <br />There are two community events coming up. Waldock Farm is holding a neighborhood <br />event on October 29, 2025, from 10 a.m. to 7 p.m. to share their long-range plans for <br />the farm. ALDI is hosting a store Grand Opening on December 4, 2025 at 8 a.m. <br /> <br />Mayor Rafferty reported that the annual American Legion Booya fundraiser was recently <br />held, and funds are used to support area non-profits. <br /> <br />The Fire Department recently held an open house with approximately 200 people <br />attending. <br /> <br />4. Review Regular Agenda <br />The City Council reviewed the regular agenda. <br /> <br />Councilmember Ruhland stated that at a recent Work Session the Fire Department <br />presented the Quarterly Report which included information on the current ambulance <br />service provider and service levels. He recognized that there are constraints on the <br />ability of a local entity to begin to offer ambulance service and that state legislation sets <br />the framework for becoming a provider.
