Page 18 <br /> <br />SECTION 4: COMPENSATION <br /> <br />4.1 Position Classifications <br />The City shall establish and maintain a position classification plan for all positions covered in <br />this policy. Each position with the city shall be assigned to a class on the basis of duties and <br />responsibilities, authority, and complexity of position. The class may contain more than one <br />position. A new class may be added when a new position is created and no class exists for the <br />new position. <br />4.2 Compensation Plan <br />The pay of City employees will be in accordance with the salary ranges approved by the City <br />Council. The Council may make adjustments to any or all of the salary ranges in the City’s <br />compensation plan on an annual basis or for other pertinent reasons such as a job <br />reclassification. <br />Positions in the City’s job classification system are assigned a pay range or grade based on the <br />value of the tasks performed. The annual compensation plan is applicable to full-time and part- <br />time employees and does not include elected officials, appointed officials, temporary <br />employees, and those covered by collective bargaining agreements. <br />A new employee may start at any step of the salary range based on his/her qualifications and <br />experience at the time of hire. Employees are eligible for step increases on their anniversary <br />date in accordance with the City’s compensation plan or union wage schedules. <br />Page 79 of 166
