COUNCIL'MINUTES November 12, 2013 <br />DRAFT <br />46 terms and costs. At this time staff is presenting a reduced cost on a contract term of ten years. The <br />47 quoted costs could also go down further with savings in training and implementation. Staff is <br />48 requesting authorization to execute a contract. <br />49 <br />50 Mayor Reinert noted that this upgrade project has been on the radar for some time and he is glad that <br />51 the contract cost has been reduced and that the upgrade in services will be helpful to the city's <br />52 residents. <br />53 <br />54 Council Member Stoesz asked if the city will be receiving the latest version of the software and if <br />55 future upgrades are included in the contract? Mr. Rolek explained that upgrades are indeed included <br />56 and without added costs. When Council Member Stoesz asked about the 2014 budget impact, Mr. <br />57 Rolek explained that some funds have been built up for this project and funding needed past that will <br />58 be built in over the coming years. Council Member Rafferty asked that staff ensure that the city isn't <br />59 over - purchasing (buying what will not be used) and Mr. Rolek stated that the city is ordering what it <br />60 needs and what will enhance services to its customers. <br />61 <br />62 Council Member Roeser moved to authorize staff to negotiate and execute a contract as requested. <br />63 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />64 <br />65 ADMINISTRATION DEPARTMENT REPORT <br />66 <br />67 There was no report from the Administration Department. <br />68 <br />69 PUBLIC SAFETY DEPARTMENT REPORT <br />70 <br />71 4A) Prosecution Contract for Services — Geck, Duea & Olson, PPLC- Police Chief Swenson <br />72 noted that Attorney Olson and two associates were present regarding this contract. He noted the <br />73 history of the city's contract with Mr. Olson's firm and historically what the city has paid for his <br />74 services. The current contract ends this year and staff is recommending it be renewed with a slight <br />75 increase in charges. He believes this is a fair price for good services provided and is recommending <br />76 approval. <br />77 <br />78 Mr. Olson addressed the council. He has appreciated the opportunity to work for the city. He noted a <br />79 change in how police officers are called to court and how that translates into savings for the city. He <br />80 also noted the ACE driver's diversion program that has been implemented and has worked well. <br />81 <br />82 Mayor Reinert announced that Mr. Olson came aboard when the council changed some service <br />83 providers a few years ago. He has saved the city money and has brought creativity and good things <br />84 that are benefiting the city. <br />85 <br />86 Council Member Rafferty moved to authorize execution of the contract as recommended by staff. <br />87 Council Member Roeser seconded the motion.
