CITY COUNCIL WORK SESSION <br />APPROVED <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />CITY OF LINO LAKES <br />MINUTES <br />February 25, 2013 <br />: February 25, 2013 <br />. 6:00 p.m. <br />. 6:20 p.m. <br />: Council Member Stoesz, O'Donnell, <br />Rafferty, Roeser and Mayor Reinert <br />: None <br />Staff members present: City Administrator Jeff Karlson; Community Development <br />Director Michael Grochala; Economic Development Coordinator Mary Alice Divine; <br />City Clerk Julie Bartell. <br />Review Regular Agenda, February 25, 2013 Council Meeting — The council reviewed <br />the agenda for the meeting. <br />Item 3A, Resolution No. 13 -22, Authorizing Investigation Feasibility of a Regional <br />Utility System — Administrator Karlson explained that he and other area city <br />administrators are bringing forward a recommendation to jointly seek grant funding to <br />study the feasibility of a joint sewer and/or water system. He distributed information <br />outlining the purpose, background, involved agencies, key issues and rationale of the <br />concept. At this time he is requesting council authority to sign onto the grant request. <br />Mayor Reinert noted some concern about how a shared system may pan out for this city; <br />Lino Lakes could lose control over its own utilities and there is the possibility of <br />becoming responsible for older infrastructure in other cities. Administrator Karlson <br />responded that, under this proposal, the city would still own its infrastructure but there <br />could be some shared costs down the line. The mayor said he doesn't have a problem <br />with doing the study but he wants the city to keep eyes wide open on the idea. The <br />council concurred that it is worth doing the study and Administrator Karlson added that <br />he is committed to working to keep the scope of the study where it should be. <br />Item 6A, Resolution No. 13 -20, Approving Efforts to Seek Special Legislation <br />Authorizing Conveyance of Certain Tax - Forfeited Land from Anoka County to the <br />Lino Lakes Economic Development Authority — Economic Development Coordinator <br />Divine summarized her written report on Item 6A as well as the agenda items for the <br />Economic Development Authority meeting scheduled before the regular council meeting. <br />She explained that the Lino Lakes Assisted Living group wishes to purchase additional <br />property within the tax forfeited Legacy area. In order to implement a plan, the city's <br />EDA would purchase the property from Anoka County and resell it to the developer; the <br />county would receive some administrative costs and the city's special assessments for the <br />parcel will be covered. The Letter of Intent proposed is not a binding commitment. The <br />second part of the action is to seek special state legislation to authorize the conveyance of <br />the land. <br />1 <br />
