COUNCIL MINUTES March 25, 2013 <br />APPROVED <br />91 6B) Resolution No. 13 -27, Development Agreement for Forest View Acres 2°' Addition - <br />92 Community Development Director Grochala reported that this development agreement has been <br />93 negotiated with the developer and includes appropriate consideration costs to the city's agreement. It <br />94 includes conditions of approval for the development. <br />95 <br />96 Council Member Roeser moved to approve Resolution No. 13 -27 as presented. Council Member <br />97 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. <br />98 <br />99 6C) Resolution No. 13 -35, Plans and Specifications for the 2013 Street Seal Coat Project — City <br />100 Engineer Wedel explained that as part of the city's pavement management process originating in <br />101 2005, a seal coat project is undertaken in the city each year. The area to be completed this year was <br />102 reviewed. This year's project is approximately $50,000, less than in recent years but more will be <br />103 spent on overlay. He reviewed the project schedule and noted that the city may combine projects with <br />104 the City of Circle Pines to try and get a better price for a small project. Council Member Stoesz <br />105 asked if there is a striping element and Mr. Wedel said that process is nomially done separately but <br />106 showed on a map a small area that would be striped. <br />107 <br />108 Council Member Rafferty moved to approve Resolution No. 13 -35 as presented. Council Member <br />109 Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />110 <br />111 6D) Resolution No. 13 -34, Preparation of Plans and Specifications for the 2013 Street Overlay <br />112 Project — City Engineer Wedel showed the project area on a map. The work is based on street <br />113 ratings and an ultimate ranking. The schedule is identical to the previously considered seal coat <br />114 project. <br />115 <br />116 The mayor asked Mr. Wedel to speak briefly about the city's pavement program. He explained that <br />117 mill and overlay is a limited paving operation that includes removal of the top layer and replacement <br />118 where there is good sub -base; existing curb is normally left in place. Mr. Wedel added that there is <br />119 one gravel road (74th Street) included and staff is checking with the adjacent property owners to see if <br />120 they are interested in getting the road paved while work is being done in the area. <br />121 <br />122 Council Member Roeser moved to approve Resolution No. 13 -34 as presented. Council Member <br />123 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />124 <br />125 6E) Resolution No. 13 -37, Construction Services Contract for the Otter Lake Road Extension <br />126 Project — Community Development Director Grochala noted that the construction contract for the <br />127 project was previously awarded and WSB will be providing construction services for the project. <br />128 Staff is recommending that the council authorize execution of this contract for those services. <br />129 <br />130 Council Member Roeser moved to approve Resolution No. 13 -37 as presented. Council Member <br />131 O'Donnell seconded the motion.
