COUNCIL MINUTES April 8, 2013 <br />APPROVED <br />46 FINANCE DEPARTMENT REPORT <br />47 <br />48 There was no report from the Finance Department. <br />49 <br />50 ADMINISTRATION DEPARTMENT REPORT <br />51 <br />52 3A) Resolution No. 13 -41, Establishing the 2013 Compensation Plan for Non -Union Employees <br />53 - Administrator Karlson explained that the resolution establishes the 2013 compensation plan for <br />54 non - represented employees (City Administrator, department directors, police captains and city clerk). <br />55 These positions have not had a salary increase since 2009 and this increase would be retroactive to <br />56 January 1, 2013. All the impacted employees have received a satisfactory performance appraisal. <br />57 <br />58 Council Member Roeser moved to approve Resolution No. 13 -41 as presented. Council Member <br />59 Rafferty seconded the motion. Motion carried on a voice vote. <br />60 <br />61 3B) Resolution No. 13 -42, Supporting Street Improvement Legislation — Administrator Karlson <br />62 explained that this item came up just last week. The League of Minnesota Cities is coordinating an <br />63 effort to support legislation at the state level to create street improvement districts. It would allow <br />64 the collection of fees for certain items within a district. The bill is included in the packet for review. <br />65 This would be a tool that city's could use to fund street improvements. It would enable cities to <br />66 utilize the tool only if they choose. <br />67 <br />68 Council Member Roeser moved to approve Resolution No. 13 -42 as presented. Council Member <br />69 Rafferty seconded the motion.
