CITY COUNCIL WORK SESSION May 6, 2013 <br />APPROVED <br />1 -CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE : May 6, 2013 <br />5 TIME STARTED : 6:40 p.m. <br />6 TIME ENDED : 9:15 p.m. <br />7 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, <br />8 Rafferty, Roeser and Mayor Reinert <br />9 MEMBERS ABSENT : None <br />10 <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Community Development <br />13 Director Michael Grochala; Public Safety Director John Swenson; City Planner Katie <br />14 Larsen; City Clerk Julie Bartell <br />15 <br />16 The council held a Board of Appeal meeting previous to the beginning of the work <br />17 session. <br />18 <br />19 1. Local Surface Water Management Plan (EOR, Inc.) — Community Development <br />20 Director Grochala noted that the city is required to have this plan in place and to keep it <br />21 updated along with the Rice Creek Watershed District (RCWD). The city hired EOR, <br />22 Inc. to complete a draft updated plan that could be distributed for review to other <br />23 jurisdictions. The plan itself provides an assessment of the city's water resources along <br />24 with establishing goals and policies, implementation actions and processes and costs. <br />25 The City's Environmental Board has reviewed the proposed updated plan and <br />26 recommends approval. <br />27 <br />28 Brett Emmens, representing EOR, Inc., explained the contents of the report, adding that <br />29 while plans are laid out in the document, the city will decide what is appropriate and <br />30 when. Mr. Grochala pointed out actions that are already programmed by the city and <br />31 areas where other work (funding) is planned for the future. <br />32 <br />33 The mayor asked what has changed from the last update and what is the city agreeing to <br />34 do by accepting the plan (including in the future)? Mr. Emmens noted that the plan <br />35 expands the horizon into future years, to keep plans moving forwarded as well as dealing <br />36 with currently planned improvements. Mr. Grochala added that the plan lays out for the <br />37 city how it will address water quality and issues related to it; the plan helps to keep the <br />38 city consistent with state law. It is a policy document that doesn't deal necessarily with <br />39 specific projects. Council Member O'Donnell asked if and how the plan is incorporated <br />40 into the city's Five Year Forecast? Mr. Grochala explained that most of the plans are also <br />41 included in that forecast. <br />42 <br />43 The mayor suggested that council members review the document and direct any questions <br />44 to Mr. Grochala. The council concurred that the plan will be considered for release for <br />1 <br />
