1 COUNCIL MINUTES May 28, 2013 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 <br />5 DATE : May 28, 2013 <br />6 TIME STARTED : 6:30 p.m. <br />7 TIME ENDED : 7:05 p.m. <br />8 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, Rafferty, <br />9 Roeser, and Mayor Reinert <br />10 MEMBERS ABSENT : None <br />11 <br />12 <br />13 Staff members present: City Administrator Jeff Karlson; Community Development Director Michael <br />14 Grochala; Finance Director Al Rolek; City Engineer Jason Wedel; City Planner Katie Larsen; Chief <br />15 of Police John Swenson; and City Clerk Julie Bartell <br />16 <br />17 RECOGNITION <br />18 <br />19 At the request of Mayor Reinert, there was a period of silence in recognition of the recent death of <br />20 Lino Lakes Police Sergeant Chris Bragelman. <br />21 <br />22 PUBLIC COMMENT <br />23 <br />24 Amy Pavlis, 7402 Patti Drive, asked the council to consider adding her street to a paving project in <br />25 the vicinity. Her street is currently graveled and the related conditions cause numerous problems. <br />26 She believes the people in the area would like to see the road .paved but don't necessarily want to <br />27 individually pay for it. The mayor asked staff to add the matter to the next regular council work <br />28 session (June 3). <br />29 <br />30 Police Chief Swenson, noted that on the previous Thursday evening, the Police Department <br />31 sponsored a neighborhood meeting regarding a Level Three Offender that is residing in the city. He <br />32 explained the timetable leading up to the meeting: On April 16, the department received information <br />33 that the offender may be living in the city; on April 17, police officers observed the offender at the <br />34 Holiday gas station and an investigation was opened that led to issuance of a search warrant to track <br />35 the individual. From May 3 through May 9, surveillance was done by the police department and the <br />36 Minnesota Bureau of Criminal Apprehension. As a result the offender was arrested for improper <br />37 registration as he had not correctly notified authorities of his residence. The process of informing <br />38 residents began and the hearing was held. The law allows offenders to live wherever they chose but <br />39 they are required to register their address and the city has the right to notify residents.
