CITY OF LINO LAKES <br />RESOLUTION NO. 25-159 <br />A RESOLUTION OF SUPPORT FOR LOCAL ROAD IMPROVEMENT PROGRAM GRANT <br />APPLICATION <br />WHEREAS, the City of Lino Lakes has applied to the Commissioner of Transportation for <br />a grant from the Minnesota State Transportation Fund for Local Road Improvement; and <br />WHEREAS, the Commissioner of Transportation has given notice that $47 million in <br />Local Road Improvement Program (LRIP) funding is available, with a cap of $1.5 million <br />for each project; and <br />WHEREAS, LRIP funds can be used on reasonable elements associated with roadway <br />construction however other costs, including but not limited to: consultant engineering <br />and inspection, utility construction, as well as construction costs above the LRIP award <br />will need to have alternate funding sources; and <br />WHEREAS, the extension of Otter Lake Road between County State Aid Highway (CSAH) <br />14/Main St and 24th Ave N/Elmcrest Ave (hereafter referred to as "the project") is <br />identified in the City of Lino Lakes 2040 Comprehensive Plan and Anoka County 2040 <br />Transportation Plan; and <br />WHEREAS, the project is included in the 1-35E Corridor Final Alternative Urban Areawide <br />Review (AUAR), which was last updated in 2020; and <br />WHEREAS, post-2040 traffic volumes are projected to increase to 11,100 on Otter Lake <br />Rd south of CSAH 14 and to 10,000 on 2411 Ave N north of the project area; and <br />WHEREAS, the project will extend Otter Lake Rd to the north and create a frontage road <br />system of major collector roadways parallel to 1-35E to manage traffic and support <br />anticipated development; and <br />WHEREAS, the project will allow for full access across CSAH 14 that is not provided by <br />the adjacent north -south roadways on the east side of 1-35E; and <br />WHEREAS, the project will further the city's economic development efforts along 1-35E, <br />including supporting the Minnesota Technology Corridor; and <br />WHEREAS, the project is a route of regional significance due to its inclusion in economic <br />development plans and connection to CSAH 14 and 1-35E; and <br />WHEREAS, the project will benefit the residents of Lino Lakes and Hugo in the counties <br />of Anoka and Washington, respectively. <br />
