CITY OF LINO LAKES <br />RESOLUTION NO. 25-160 <br />ENTER INTO A GRANT AGREEMENT BETWEEN THE CITY OF LINO LAKES <br />AND METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES FOR <br />THE IMPROVEMENT OF PUBLICLY OWNED INFRASTRUCTURE <br />WHEREAS, the Minnesota Legislature has appropriated to the Metropolitan Council of <br />Environmental Services (MCES) in the 2023 State Bonding Bills, $12,000,000 for a grant program <br />to be administered by the MCES for the purpose of providing grants to municipalities for capital <br />improvements to public municipal wastewater collection systems to reduce the amount of <br />inflow and infiltration to the MCES metropolitan sanitary sewer disposal system (1/1 Municipal <br />Grant Program); and <br />WHEREAS, the MCES has identified the City of Lino Lakes as a contributor of excessive <br />inflow and infiltration to the MCES metropolitan sanitary sewer disposal system and thus an <br />eligible applicant for grant funds under the 1/1 Municipal Grant Program; and <br />WHEREAS, grant money will be awarded to pre -approved municipalities for a pre- <br />determined amount up to 50% of the cost for eligible improvements completed between <br />January 1, 2024 and December 31, 2025; and <br />WHEREAS, the City of Lino Lakes has submitted an application to the MCES for grant <br />funding for improvements to the publicly owned sanitary sewer system to reduce inflow and <br />infiltration; and <br />WHEREAS, the MCES has determined to contribute one-half of the actual amount of <br />eligible expenses during the grant activity period up to an estimated Preliminary Minimum <br />Allocation (PMA) of $50,000. In addition to the PMA, an additional Final Reimbursement <br />Amount (FRA) will be allocated proportionally to grant participants, determined based on <br />eligible project expenses submitted and available remaining grant program funds; and <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes, <br />Minnesota as follows: <br />1. The City of Lino Lakes has budgeted and completed the City's portion of the <br />improvements as set forth in the agreement; and <br />2. The City Council agrees to enter into an agreement between the City of Lino Lakes and the <br />MCES for the work completed; and <br />
