CITY COUNCIL <br />STAFF REPORT <br />AGENDA ITEM 5.A. <br /> <br />STAFF ORIGINATOR: Roberta Colotti, City Clerk <br /> <br />MEETING DATE November 10, 2025 <br /> <br />AGENDA ITEM: First Reading Ordinance No. 19-25, Amending City Code Chapter 218, <br />Fee Schedule <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br /> <br />INTRODUCTION <br />The 2026 Fee Schedule is being presented for the review and approval of the City Council. <br /> <br />BACKGROUND <br />The City Council provided first reading of Ordinance No. 19-25 at the October 27th meeting. At <br />that time, the City Council provided direction to review the fees further. Because the fees are <br />proposed to be changed from the time of the first reading, it is advised by the City Attorney <br />that the updated fee schedule be presented for another first reading. As a result, the first <br />reading is scheduled for November 10th and the second reading/adoption is scheduled for <br />November 24th. <br /> <br />Fees are consolidated into one schedule, which has been codified by ordinance, to be reviewed <br />and adopted on an annual basis to provide for an efficient and timely method of reviewing and <br />adjusting the various fees charged by the city. Staff has reviewed the fees in place to ensure <br />their ongoing equity and cost recovery ability. <br /> <br />The City Council conducted a public hearing on the utility rates on October 27th in accordance <br />with City Charter Section 11.06 Notice of Public Hearing. This hearing meets the intent of the <br />City Charter and no changes are proposed to the draft utility rates from those published in the <br />notice. <br /> <br />No changes to the liquor license fees are proposed and, as a result, notice has not been <br />provided to current license holders or published regarding any amendment to the liquor <br />license fees. <br /> <br />Attached is the draft of Ordinance No. 19-25, Amending City Code Chapter 218, Fee Schedule <br />with the proposed fee amendments provided for the consideration of the City Council. <br /> <br />Page 61 of 101
