1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 1G <br /> <br /> <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br /> <br />MEETING DATE: November 24, 2025 <br /> <br />TOPIC: Consider Resolution No. 25-161 Approving Site Improvement <br />Performance Agreement for Chipotle at Clearwater Commons <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting that City Council approve the site improvement performance agreement for <br />the Chipotle at Clearwater Commons. <br /> <br />BACKGROUND <br /> <br />The City reviewed a land use application site and building plan for a Chipotle at Clearwater <br />Commons located on a commercial lot north of CSAH 14 (Main Street), west of I-35E and east <br />of 21st Avenue. The proposed commercial plans meet ordinance and performance standards <br />and staff recommends approval of the project. <br /> <br />City Code Section 1007.020(5)(d) requires the execution of a site performance agreement <br />prior to issuance of a building permit. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending the City Council approve Resolution 25-161 approving the site <br />improvement performance agreement for the Chipotle at Clearwater Commons. <br /> <br />ATTACHMENTS <br /> <br />1.
