1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 7B <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: November 24, 2025 <br /> <br />TOPIC: Consider Resolution 25-159 Supporting Local Road Improvement <br />Program Grant Application, Otter Lake Road Improvements <br /> <br />VOTE REQUIRED: 3/5 <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to support a Local Road Improvement Program <br />grant application for the extension of Otter Lake Road. <br /> <br />BACKGROUND <br /> <br />The extension of Otter Lake Road, north of Main Street, is identified in the City’s 2040 <br />Comprehensive Plan as an arterial roadway providing access to the City’s commercial and <br />industrial corridor along I-35E. Planning for the corridor has been underway since the late <br />2000’s. The City completed the Otter Lake Road Master Plan in December of 2022. The plan <br />identified a preferred alignment for the roadway connecting to 24th Avenue. <br />The City Council authorized the preparation of plans and specifications on August 14, 2023 for <br />Phase 1, linking Otter Lake Road to 24th Avenue/Elmcrest. The project is proposed for <br />construction in Spring 2026. The estimated cost, included in the City’s Capital Improvement <br />Plan, is $12.3 million for road, utilities and stormwater management improvements. <br /> <br />As part of project development, staff is evaluating potential outside funding sources. The <br />Minnesota Department of Transportation (MnDOT) administers the Local Road Improvement <br />Program (LRIP). This program provides funding assistance to local agencies for construction, <br />reconstruction, or reconditioning projects. The maximum grant amount is $1.5 million. <br /> <br />The grant application requires a supporting resolution from the local government submitting <br />the application. Staff is also expecting letters of support from adjacent communities along with <br />Anoka and Washington Counties. <br /> <br /> <br />Page 374 of 406
