Interfund Loan Repayment – Recreation Complex Land – Finance Director Rolek 92 <br />recalled that financing for t he purchase of this land was handled as an interfund loan. 93 <br />Since there hasn’t been a revenue source to pay that loan, a repayment plan w as 94 <br />established in 2006 (park dedication funds and the general fund, split 50/50). There 95 <br />are/were no park dedication funds in 2012 and 2013 so the loan repayment was and 96 <br />would be made from the general fund reserve. The balance on the loan is $496,000, 97 <br />about half of the original cost of the land. He sees four options: continue full payment of 98 <br />the loan f rom the general fund; pay half from general fund and suspend the half due from 99 <br />park dedication funds; suspend the entire payment at this time; or forgive the remainder 100 <br />of the loan. 101 <br /> 102 <br />The council concurred that the loan should eventually be repaid in full . They discussed 103 <br />the prospect for park dedication funds coming in 2014. The mayor recommended that 104 <br />this year the general fund payment should be made from reserves and the council 105 <br />concurred. Council Member Roeser suggested that the park funding side of the equation 106 <br />merits a full council review especially since utilizing those fund s for the loan repayment 107 <br />could impact funds available for actual park improvements. 108 <br /> 109 <br />4. Personnel Policy Revisions - Administrator Karlson explained that it is important for 110 <br />the city to keep its personnel policy u p to date as labor rules and practices change. He 111 <br />reviewed the changes he is recommending : 112 <br /> - elimination of domestic partner language that is obsolete due to the Minnesota 113 <br />marriage amendment; 114 <br /> - clarifying the proba tionary period for non -union employees; 115 <br /> - adding sick leave benefits allowance for caring for r elatives as allowed by state 116 <br />law ; 117 <br /> - amending the days allowed for funeral leave for family members; 118 <br /> - elimination of certain leave without pay since leave of absence would apply; 119 <br /> - regarding PTO option, reducing the requirement of use of PTO before extended 120 <br />leave kicks in; 121 <br /> - regarding cell phone stipends, following IRS r uling that indicates nontaxability. 122 <br /> 123 <br />The council concurred with the changes. 124 <br /> 125 <br />5.
