CITY COUNCIL WORK SESSIONNovember 25, 2013 DRAFT CITY OF LINO LAKES 1 MINUTES 2 3 DATE:November 25, 2013 4 TIME STARTED:5:30p.m. 5 TIME ENDED:6:10p.m. 6 MEMBERS PRESENT: Council Member Stoesz, O’Donnell, 7 Rafferty,Roeserand Mayor Reinert 8 MEMBERS ABSENT:None 9 10 11 Staff members present: City Administrator Jeff Karlson; City Engineer Jason Wedel; 12 Community Development Director Michael Grochala; Public Safety Director John 13 Swenson; Finance Director Al Rolek; Public Services Director Rick DeGardner; City 14 Planner Katie Larsen; City Clerk Julie Bartell 15 16 1.Installation of Flashing Yellow Left Turn Signals –Council Member Roeser 17 indicated that he had added this item to the agenda after discussing the idea with Council 18 Member Stoesz. The suggestion is that the city research the possibility of allowing left- 19 turn privileges without a green light at some traffic signal controlled intersections. He 20 understands that may include working with Anoka County on some intersections. City 21 Engineer Wedel noted that he has spoken with Anoka County about this matter and hears 22 that they agree that flashing yellow turn signals are acceptable in appropriate locations. 23 st He noted one area in the city where a flashing yellow exists already (21Avenue and 24 Main Street). 25 26 Council Member Stoesz suggested that it would be seem appropriate to see where this 27 could be practical, such as where new traffic control is being added (Ware Road). 28 Engineer Wedel replied that, based on the layout of that intersection he suspects that the 29 County would require further analysis. Also it is more efficient and less costly to include 30 the flashing feature when equipment is installed rather that add to existing situations. 31 32 The mayor suggested that staff report back with more information on possibilities, 33 including costs, threshold for change and process for making a change. He suspects that 34 there’s information out there already. 35 36 2.Proposed Auto Auction Business in Columbus –Council Member Roeser noted 37 that a letter was received about an auto auction business on the border of Lino Lakes. He 38 may have an issue on what resources will be drawn from our city due to the business, i.e. 39 massive trucks driving on the city streets. It needs to be workable for all affected. 40 41 The mayor asked Community Development Director Grochala to report on what tools our 42 city has to be a part of the discussion. Mr. Grochala explained that the City of Columbus 43 will have a review process forthe proposed business, including consideration of a 44 conditional use permit to allow the facility.
