The changes <br />58 <br />recommended this year are basically updates and bringing charges in line with costs. <br />59 <br />60 <br />st <br />Council Member O’Donnell moved to approve the 1Reading of Ordinance No. 12-13 as presented. <br />61 <br />Council Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />62 <br />63 <br />3B)Amendment to Section 2.6 ofthe Centennial Fire District Joint Powers Agreement <br />– <br />64 <br />Mayor Reinertexplained the history of the joint powers agreement governing the structure and <br />65 <br />operations of the Centennial Fire District. He has concerns about the voting authority versus the <br />66 <br />funding authority as it occurs through that agreement. The City of Lino Lakes is required to pay more <br />67 <br />than70 percent of the costs of operation and, looking to the future, that amount will undoubtedly <br />68 <br />continue to grow. He explained the amendment that he is proposing to the agreement that would <br />69 <br />essentially give the city a form of veto power which he thinks is very appropriate considering the <br />70 <br />city’s funding role. That amendment was presented to the fire district steering group that includes <br />71 <br />representatives from the three cities included in the district –Lino Lakes, Centerville and Circle <br />72 <br />Pines. He noted that the amendment would require approval of all three cities and the question was <br />73 <br />asked as to why the other cities shouldn’t have the same veto power proposed for Lino lakes; his <br />74 <br />answer to that is why not. The mayor said he believes the proposed amendment would make the <br />75 <br />agreement stronger. He announced that he would be happy to hear from citizens who have any <br />76 <br />questions or opinions on the matter. <br />77 <br />78 <br />Council Member O’Donnell moved to approve the amendment to the Centennial Fire District Joint <br />79 <br />Powers Agreement as follows: Revise Section 2.6 of the Agreement by adding the following <br />80 <br />language at the end of paragraph one: “However, passage of a motion shall requirean affirmative <br />81 <br />vote from one member of each member city.” Council Member Roeser seconded the motion. Motion <br />82 <br />carried on a unanimous voice vote. <br />83 <br />84 <br />3C)Liquor Compliance Hearing –The Tavern on Main (hearing held previous to the council <br />85 <br />meeting) <br />-Public Safety Director Swenson noted that the hearing was conducted earlier in the <br />86 <br />evening. The council heard about the violation (serving underage individuals), heard the licensee take <br />87 <br />responsibility for the action and recommended imposing a fine of $500. <br />88 <br />89 <br />2 <br /> <br />
