CITY COUNCIL <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR:Jeff Karlson <br />MEETING DATE:December 9, 2013 <br />TOPIC:Labor Agreement with AFSCME, Local No. 2454 <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />We have reached a tentative one-year agreement withAFSCME, Local No.2454for 2013. <br />The union members have agreed to the following terms: <br />1.WAGES: A1.5% wage increaseretroactive toJanuary 1, 2013. <br />2.HEALTH INSURANCE: Article 16.1revised to read: <br />a)Effective January 1, 2013, Employerwill contribute $344.01towardthe monthly <br />premium for single coverage and $869.73toward the monthly premium for family <br />coverage. The Employer’s contribution for the Health Savings Account (HSA) toward <br />the annual deductibles will be $1,000 for single coverage and $2,500 for family <br />coverage. <br />Because the 2012 Agreement remained in full force and effect after December 31, <br />Employees who elected single or family coverage during the November 2012 open <br />enrollment period, received contributions of $1,500 or $3,000 in 2013 toward their <br />HSA. In accordance with this settlement, Employees will be allowed to retain $250, <br />and $250will be deducted from an Employee’s January 2014 HSA contribution or <br />from the cash option if anEmployee’s election has changed. <br />b)The cash option for waiving health insurance coverage is $300.Employees electing to <br />waive coverage in 2012will not be required to reimburse the monthly overpayments <br />of $8.44. <br />c)Effective January 1, 2014, Employer will contribute$412.71 toward the monthly <br />premium for single coverage and $966.13toward the monthly premium for family <br />coverage. <br />3.MEMORANDUM OF UNDERSTANDING:A personnel time-off (PTO) plan will be <br />implemented for AFSCME members. Participation in the PTO plan will be optional. <br />RECOMMENDATION <br />Authorize execution of 2013labor agreement between the City of Lino Lakes and Local No. <br />2454 of the American Federation of State, County, and MunicipalEmployees, AFL-CIO. <br /> <br />
