a. Per City Code Section 901.03(18)(c) JUNK CAR means any motor vehicle which is <br />not in operating condition, or which is partially dismantled, or which is used for <br />sale of parts or as a source of repair or replacement parts for other vehicles, or <br />which is kept for scrapping, dismantling or salvage of any kind, or is not properly <br />and currently licensed for operation within the State of Minnesota; and <br />9. Test driving vehicles is not allowed on Kelly Street past the east driveway. <br />10. Vehicle delivery is not allowed on Kelly Street past the east driveway. <br />11. Vehicle parking on Kelly Street is not allowed. <br />12. Vehicle sales are limited to Monday through Saturday 8 am to 8 pm. <br />13. All signage shall comply with City Code Chapter 1010. <br />14. Signs painted on, attached to, or affixed to any vehicle is prohibited. <br />15. One standard vehicle window price sticker no greater than 11 inches x 17 inches is <br />allowed per vehicle. <br />16. The conditional use permit may be reviewed by the City to ensure compliance with <br />conditions. <br />BE IT FURTHER RESOLVED the following comments shall be addressed prior to issuing a <br />grading permit: <br />1. A Site Improvement Performance Agreement shall be executed. <br />2. All comments from the City Engineer memo dated October 31, 2025. <br />3. All comments from the Environmental Coordinator memo dated October 29, 2025. <br />4. A trail easement document and exhibit shall be provided and recorded after City staff <br />review. <br />5. A drainage and utility easement document and exhibit shall be provided and recorded <br />after City staff review. <br />6. Sheet CO, Civil Plan Set Cover Sheet: <br />a. Include revision dates under Revision Description. <br />7. Sheet Cl, Site Plan: <br />a. Include total number of parking spaces provided. <br />b. Show location of 8ft tall fence along parking lot. <br />c. Show exterior mechanical equipment screening. <br />8. Sheet C2.1, Grading, Drainage, and Erosion Control Plan: <br />a. Include driveway grade % for both driveways. <br />9. Sheet EX01, Conceptual Site Plan: <br />a. Include total number of parking spaces provided. <br />b. The Site Plan and Section @ Fence detail shall show the location of the fence, <br />retaining wall, and required landscaping. <br />Adopted by the City Council of the City of Lino Lakes this 10th day of November, 2025. <br />
