CITY OF LINO LAKES <br />RESOLUTION NO. 25-175 <br />APPROVING COMPREHENSIVE PLAN AMENDMENT FOR MAIN STREET MASTER <br />PLAN <br />WHEREAS, The proposed 2040 Comprehensive Plan amendments are needed to <br />implement the approved Main Street Master Plan, and <br />WHEREAS, The proposed land use and staging plan changes are consistent with the Land <br />Use (Chapter 3) goals and policies in the 2040 Comprehensive Plan, and <br />WHEREAS, The proposed land use and staging plan changes are consistent with the <br />policy text for the 2040 Comprehensive Plan, and <br />WHEREAS, The proposed amendment is consistent with Sanitary Sewer Plan planned <br />infrastructure improvements and development trends found in the City, and <br />WHEREAS, The proposed amendment is consistent with Water Supply Plan planned <br />infrastructure improvements and development trends found in the City, and <br />WHEREAS, The proposed amendments will modify existing maps and text to match the <br />Master Plan and AUAR for the area, and <br />WHEREAS, the amendment will allow implementation of the Main Street Master Plan, <br />which is a culmination of citizen involvement and input at numerous stages to help develop the <br />amendments to the Comprehensive Plan, and <br />WHEREAS, following mailed and published notice the Planning and Zoning Board (the <br />"Board") held a public hearing on November 12, 2025 regarding the proposed plan amendment <br />and the Board recommended approval of the Comprehensive Plan Amendment with a 7-0 vote. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that the <br />Comprehensive Plan is hereby amended to: <br />1. Reclassify 485 acres of land in the Main Street Master Plan Neighborhood as shown <br />in Exhibit A <br />Modify the following figures as shown in Exhibit B: <br />a. Figure 3-1 (Full Build Out Land Use) <br />b. Figure 3-2 (2040 Future Land Use) <br />
