OTTER LAKE ROAD NORTH EXTENSION AND UTILITY IMPROVEMENTS <br />CITY OF LINO LAKES, MINNESOTA <br />EXECUTIVE SUMMARY <br />The purpose of this Report is to analyze existing conditions and determine the feasibility of <br />improving Otter Lake Road north of Main Street (CSAH 14) as a new collector road along with <br />sanitary sewer, watermain and storm drainage improvements necessary to serve a new <br />business area development and in accordance with the preliminary alignment. The report will <br />also include a proposed completion of the signal system at the Main Street intersection. <br />This area is guided for commercial development and is proposed as an "A" Minor Arterial in both <br />the City and County transportation plans. CSAH 14 (Main Street) will have a significantly larger <br />volume of traffic in comparison to Otter Lake Road. This is requiring the need to provide vehicle <br />stacking at the intersection to allow the through traffic to continue as long as possible. The <br />proposed lane configuration is a five -lane road. The ultimate lane configuration will be a <br />seven -lane road just north of Main Street and then reducing in lanes as the road continues north <br />to its connection with Elmcrest Avenue. The ultimate lane configuration will require the need for <br />double left turn lanes to also provide for minimal stoppage of the through traffic. <br />The Improvements are anticipated to be implemented in three phases and the first phase costs <br />will be estimated in this report. Phase No.1 will be the first 440 feet north of Main Street. Phase <br />No. 2 will be from 440 feet north of Main Street to 1215 feet north of Main Street. Phase No. 3 <br />will be from 1215 feet north of Main Street to a proposed connection point at Elmcrest Avenue, <br />approximately one mile north of Main Street. <br />The total estimated project cost of Phase No.1 is $895,000. The estimated costs include a 5% <br />contingency and indirect costs (administrative, legal, engineering, acquisitions, wetland <br />mitigation, and bonding). The project is proposed to be funded initially with bonds taken out by <br />the City and reimbursed through assessments and $22,850 from the City's Utility Funds. <br />The watermain extension has an estimated project cost of $78,000. Watermain improvements <br />will be paid by each of the two benefitting property owners. The estimated cost for watermain <br />improvements is $27,575 per property. The remaining costs of $22,850 are for trunk system <br />improvements the City would benefit from having, and therefore would be covered by the City's <br />Page 1 14817.004 <br />
