Page 5 <br />the watershed or around the water body of concern. Such assessment must consist of <br />an MPCA- approved CWP resource investigation or equivalent diagnostic study and <br />implementation plan. A EPA approved TMDL study and MPCA approved <br />implementation plan is considered a CWP diagnostic study /implementation plan <br />equivalent for proposing an implementation project. Implementation projects are <br />eligible for both grant and /or loan funding. <br />Local Match: A minimum of 50% total project cost matching contributions is required. <br />Match can be cash or in -kind services in any combination. No more than 20% of the total <br />project costs can be from other state and federal sources. <br />Additionally, we understand that the City is interested in utilizing the Parks and Trails Legacy <br />Grant Program through the MnDNR. While a great grant program to utilize, the criteria for this <br />grant specifies that the money be used for `parks of regional or statewide significance' and that <br />the park must be `natural resource based' and should `provide a natural setting and offer outdoor <br />recreation facilities and activities including camping, picnicking, hiking, swimming, boating, <br />canoeing, fishing, and nature study'. Unfortunately the proposed Recreation Complex would not <br />qualify for this funding source. <br />Although other funding sources may be available, we offer the above mentioned opportunities as <br />a starting point and are happy to continue to work with the City as you move through this <br />process.
