Otter Lake Road Extension
Improvement Project.
VOTE REQUIRED: None Required
INTRODUCTION
On January 9, 2012 the City Council received the feasibility report for the Otter Lake Road
Extension prepared by TKDA, the City's engineering consultant. The council approved
Resolution No. 12 -05 calling for the public hearing on improvements. The purpose of the
hearing is to take public testimony on the proposed improvements from interested parties and the
property owners affected by the improvements.
BACKGROUND
Over the past three years city staff has been working with property owners along the northeast
quadrant of I -35E and Main Street to facilitate the northerly extension of Otter Lake Road. In
March of 2011 MFC Properties presented a development concept to the City Council for
property located northeast of the Otter Lake Road/Main Street intersection. MFC Properties
subsequently submitted a petition, dated April 2, 2011, requesting the preparation of a feasibility
study and installation of roadway, water main and sanitary sewer improvements to service
pending development.
On May 23, 2011 the City Council authorized preparation of a feasibility study for the proposed
improvements. A copy of the study was distributed at the January 3, 2012 work session. The
project includes the extension of sanitary sewer, water main storm sewer, street, traffic control
signals and pedestrian improvements. The estimated cost of the proposed Phase 1 improvements
is $895,000 including land acquisition, engineering, and construction. Approximately
$872,150 is proposed to be assessed to benefiting property owners.
RECOMMENDATION
No action is required at this time. However, based on the testimony received the council may
wish to schedule further discussion on the improvements at the next available work session date
to discuss next steps.
P34
