• Citizen Surveys <br />Based upon a professionally- conducted and statistically- valued Quality of <br />Life Survey: <br />1. Nearly 50% of residents have concerns about the overall <br />condition of the city streets <br />2. 66% express awareness of current Charter provisions <br />3. 60% strongly favor or favor changes to the Charter <br />(2030 Visioning Plan, Appendix C, p. 7) <br />Moreover, the city has become more sophisticated in its planning process <br />and public confidence is expressed in its City Council and administration <br />by the following: <br />1. 72% feel city moving in right direction <br />2. Mayor and council overall job rating approval is 59% with <br />21% expressing disapproval <br />3. City employees received overall a 63% job rating approval with only <br />16% expressing fair to poor performance <br />(2030 Visioning Plan, Appendix C, p.4) <br />As former Mayor Reinert said, conditions have changed. Citizens believe the <br />city is moving in the right direction by a ratio of three -to -one and have high <br />ratings for the performance of the mayor, council and city employees. The <br />alleged lack of confidence in city leadership and administration no longer <br />prevails. <br />• Safety & Liability <br />Because of the poor condition of some of Lino Lakes' streets, the city has sought <br />advice on what steps it should take to warn of dangerous streets in order to protect <br />itself from expensive litigation.. Step #1 is to have a Pavement Management <br />Program, which the city has. It may also need to consider warning signs. Also, <br />a risk management attorney with the League of Minnesota Cities Insurance Trust <br />advised that, if the charter is not amended, that the city keep referenda on the <br />ballot to demonstrate the Council's commitment to road reconstruction. (See <br />Appendix F or G). <br />Options Available to Community, City Council and Charter Commission <br />1. Do nothing <br />2. Finance through methods other than special assessment <br />3.
