Often, as in the case of Gaylord, the charter provides state law ( "applicable <br />law") is to be used only in absence of a comprehensive ordinance. <br />An important qualification to this information is that a charter city could have an ordinance <br />requiring a referendum on a public improvement/special assessment. However, I did not consult <br />the ordinances of any charter city. If a charter city had such an ordinance, and it was found <br />unmanageable, the ordinance would most likely be easier to change than a similar charter <br />provision. But, I must stress that in charter cities where ordinances are formed or amended by <br />initiative and referendum, its possible that a city could be just as stymied by ordinances as it <br />could by charter provisions.
