This development falls within the CSMP area and as such is beholden to additional <br />rate control and volume reduction requirements. These volume reductions are <br />demonstrated for flows to/through Wetland 4. As the CSMP is intended to limit <br />flooding concerns on Peltier Lake and the entire site drains there, all peak outflows <br />must be limited to 0.1 cfs/acre. With the total site size of 125 acres, the maximum <br />total outflow in the 100-year event is 12.5 cfs. <br />Hill (11/10/2025) RCWD, Hill and City Staff have coordinated as requested. <br />WSB (12/3/2025) Noted. More detailed comments below outline additional efforts that <br />can be made to control flows per the CSMP. <br /> <br />2. Stormwater flows must route to the trunk system passing through the site. <br />a. A sluice gate must be added at the manifold structure (101) of the trunk <br />system for CSMP operations. <br />WSB (12/3/2025) Design must be included in future submittals. <br /> <br />3. Modeling should include a “gate closed” condition where no outflows occur to Peltier <br />Lake during flood stages. 100-year event HWLs must be analyzed in this condition as <br />controlling elevations for freeboard to proposed structures. <br />WSB (12/3/2025) Remains an open comment, snowmelt modeling does not include <br />“gate closed” condition with no outflows. This should be included as a standalone <br />model. <br /> <br />4. An additional requirement for development within the CSMP is provision of more <br />detailed water quality/reuse calculations. Please provide existing and proposed <br />TP/TSS loading calculations for the proposed BMPs, including stormwater reuse. <br />Additionally, please request a copy of the Reuse Design Worksheet from RCWD to <br />quantify potential reuse volumes. <br />Hill (11/10/2025) Requested data are included with the enclosed stormwater <br />management report. <br />WSB (12/3/2025) Reported values are P8 inputs, not outputs. For ease of review, <br />please include native P8 model files with future submittals. <br /> <br />5.
