a. Confirm ownership of outlot E and ownership and maintenance of
proposed natural trails.

11. Retain 50’ wide drainage & utility easement over trunk storm sewer.
a. The 50’ buffer appears to go into outlot BB. The 50’ drainage and utility
easement goes into block 15 lots 1-5. Drainage and utility easement should
be outside of those lots.

12. A stormwater treatment train that filters and treats stormwater runoff as it flows
through the site should be developed. Any opportunities to incorporate natural
treatment systems into the project should be encouraged.
13. Use of stormwater for irrigation purposes for the site should be evaluated and if
feasible required as part of site development. Larger stormwater ponds
constructed for fill should be evaluated for water reuse.
14. The southern portion of the site is within the Lino Lakes drinking water supply
management area.
a. This area is considered moderately vulnerable, and considerations should
be taken into account for the proposed project.
15. Boxelder is being shown as undesirable, and no mitigation is being provided.
Cottonwoods and Ash trees can be considered undesirable as defined in the
development standards. However boxelder should be mitigated for, 116 boxelder
are being removed outsideof the Basic Use Area.
a. Boxelder is a native species to MN per the MN DNR. Replacement of
boxelder trees will be required. If the tree is in poor condition mitigation
is not required, however the attached tree inventory does not provide
condition or health assessments of the trees
16. Tree removals should be broken down between Non-Basic Use Area and any
Environmentally Sensitive Areas (ESA).

a. Currently trees are just shown outside of the basic use area, it appears that
there will be removals within the ESA of wetland.
i. ESA classification should be provided in the tree inventory table.
Currently it shows BUA and nothing else.
Page 3
