Traffic Signals VOTE REQUIRED: INTRODUCTION: ii. Resolution No. 12 -31, Approving Joint Powers Agreement with Anoka County, Lake /Main Traffic Signals Simple Majority Anoka County has provided the City with a Joint Powers Agreement for the installation of traffic signal improvements for the both the Lake /Main and Birch/Ware intersections. The agreement sets forth the roles and responsibilities of both the County and City for construction of the improvements. BACKGROUND: In 2010 city residents approved an election to allow for the improvement of the two intersections. The City Council authorized preparation of plans and specification in January of 2010. The project is being undertaken as a City project with the associated costs shared with Anoka County in accordance with the County cost sharing policy. Under the terms of the Joint Powers Agreement the estimated share of each project for both parties is as follows: Project County City Total Birch Street/Ware Road 193,324 839,311 1,032,635 Lake Drive /Main Street 670,825 581,145 1,251,970 Totals* 864,149 1,420,456 2,284,606 *Total includes engineering, ROW, Construction. Does not include bond issuance costs As part of the project Anoka County will be funding pedestrian improvements to the Market Place Drive intersection. Pedestrian safety issues at this intersection were raised at the project open house in February. These improvements will include a crosswalk, pedestrian timers and sidewalk. The County will also be funding an overlay from 77th Street to the southern Lake /Main intersection project limits.
