P 2 3 COUNCIL MINUTES April 9, 2012 <br />DRAFT <br />46 ADMINISTRATION DEPARTMENT REPORT <br />47 <br />48 3A) Resolution No. 12 -32, Extending the Joint Powers Agreement with Vadnais Lakes Area <br />49 Water Management Organization (VLAWMO) — Administrator Karlson explained that the <br />50 resolution would authorize extension of the city's current agreement with VLAWMO, with no <br />51 changes to the terms other than extending the agreement through December 31, 2016. <br />53 The council had reviewed the agreement in detail at their work session on April 2, 2012. <br />54 <br />55 Council Member Rafferty moved to approve Resolution No. 12 -32 as presented. Council Member <br />56 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />57 <br />58 PUBLIC SAFETY DEPARTMENT REPORT <br />59 <br />60 4A) Authorize conversion of certain seized property to city property for use by the Police <br />61 Department — Police Chief Swenson explained that the Police Department has an on -going effort to <br />62 review its seized property. In this case they have identified seven items that he feels should be <br />63 converted to department property. The items would be used mainly for training aids and as otherwise <br />64 identified in his staff report. A council member received confirmation that all items would be <br />65 modified to be safe for training before being put to use. <br />66 <br />67 Council Member Rafferty moved to authorize the conversion of property as requested by staff. <br />68 Council Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />69 <br />70 PUBLIC SERVICES DEPARTMENT REPORT <br />71 <br />72 There was no report from the Public Services Department. <br />73 <br />74 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />75 <br />76 6A) Approve Change Order No. 1 for the Otter Lake Service Road Culvert Replacement <br />77 Project — City Engineer Wedel noted that the resolution approves a change order related to the <br />78 collapse of a culvert that led to the need for additional work on a rotting guardrail. The additional <br />79 cost to the project is $5,450 or 5.5% of the total contract amount. Staff is recommending approval of <br />80 the change order. <br />81 <br />82 Council Member Rafferty moved to approve Resolution No. 12 -33 as presented. Council Member <br />83 O'Donnell seconded the motion.
