Wedel, City Engineer <br />MEETING DATE: April 23, 2012 <br />TOPIC: Lilac Street Pavement Management <br />BACKGROUND <br />On October 12, 2009, the City Council approved a joint powers agreement with Anoka County for <br />the turn back of Lilac Street to the City. As part of this agreement, the City received $300,000 from <br />the County for a future bituminous overlay of the existing street. <br />Lilac Street is currently included in the City's 2012 overlay project. As part of the design of Lilac <br />Street, we completed several pavement corings of the existing pavement and determined that the <br />pavement is only 3- inches thick and is paved directly on top of the existing sand subgrade without <br />any class 5 beneath it. The existing pavement is not in great shape and we believe performing an <br />overlay will extend the life of the street another 10 -15 years. <br />The other alternative is to reclaim the existing pavement, creating a new class 5 base with the <br />reclaimed material, and pave 4- inches of new pavement on top of the reclaimed material. This <br />would provide a structurally stronger street section that would have an estimated life expectancy of <br />30 -40 years. <br />Anoka County is completing a massive pavement reclamation project at multiple locations within <br />the County this year and I asked them to include Lilac Street as an alternate to their bids. The bid <br />opening occurred on April 4th and the low bidder included an alternate price of $312,278.56 for <br />Lilac Street. <br />The County's price for reclaiming and paving 4- inches of new bituminous on Lilac Street is very <br />favorable; however, it does exceed the $300,000 that the City received from the County when Lilac <br />Street was turned back. There is funding available in the City's current pavement management <br />budget due to previous years projects coming in under our estimates. <br />DISCUSSION <br />Staff would like the City Council's opinion on utilizing $12,278.56 of City pavement management <br />funds to facilitate the reclaiming and paving of Lilac Street. <br />
