6.17 Absence without Leave <br />Any absence of an employee from duty for one day or part of a day that is not authorized by a <br />specific leave of absence or time off under the provision of this policy shall be deemed an <br />absence without leave. Any such absence shall be without pay and may be subject to disciplinary <br />action. Any employee absent without leave for three consecutive days shall be deemed to have <br />voluntarily resigned. <br />6.18 Severe Weather <br />A severe weather condition is defined as a period when the City Administrator, upon consultation <br />with the Public Services Director, deems travel to be hazardous. On days where severe weather <br />conditions exist, the City's policy is to keep its offices and facilities open during regular work <br />hours. In the event that a non - exempt employee is unable to report to work or wishes to leave <br />early due to the existence of severe weather conditions, that employee may use accrued vacation, <br />compensatory time, sick leave, or take time -off without pay for the hours not at work. Exempt <br />employees are not required to use accrued paid leave for hours Less than a half day. Essential or <br />public works employees are exempt from this provision. <br />6.19 Personal Time Off (PTO) Leave <br />Paid time -off benefits are currently separated into planned (vacation) and unplanned (sick leave) <br />components. The personal time off (PTO) program combines these benefits into a single pool of <br />paid time off benefits. <br />A. Implementation <br />Effective July 1, 2012, PTO leave will be implemented for benefit - earning employees who elect <br />to receive such paid time off benefits. This policy replaces other paid leave provisions, which <br />generally includes vacation and sick leave. PTO can be utilized for any purpose, subject only to <br />necessary request and approval procedures consistent with City and depai lmental policies. <br />B. Accrual Rates for Full -Time Employees <br />Effective July 1, 2012, eligible full -time employees may elect to accrue personal time off based <br />on the schedule below.
