WS — Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item 2 <br />Date: May 7, 2012 <br />To: City Council <br />From: Michael Grochala <br />Re: Target/Lino Lakes Marketplace Stormwater Improvements <br />Background <br />Staff has been working with Target Corporation, Rice Creek Watershed District (RCWD) and <br />the Anoka Conservation District (ACD) to evaluate possible improvements to the stormwater <br />infiltration basins located on the Lino Lakes Marketplace site. The basins are part of the <br />required stormwater management system located within the parking lots of both Kohl's and <br />Target. Additionally, this system also conveys city storm water from Apollo Drive. The <br />discussions were initiated from both city council and resident concerns over the aesthetics of the <br />site. Additionally, city staff has noted that portions of the system are not functioning as well as <br />originally planned. <br />What started initially as a landscaping improvement project has evolved into a partnership <br />opportunity to improve the system from both a water quality and a water quantity standpoint as <br />well as aesthetically. The system was one of the first of its kind in the twin cities metropolitan <br />area when constructed in 2002. Since that time both the science and the construction methods <br />have improved significantly. Through our discussions we believe that a redesign of the basins <br />would improve their functionality, enhance the aesthetics with a new planting palette, and <br />minimize ongoing operation and maintenance costs. <br />We are currently discussing a partnership arrangement that would include technical design <br />assistance from the ACD and RCWD. Once a design is completed the next step would be the <br />submission of a grant application to the RCWD Stormwater Remediation Program for partial <br />cost share of the improvements. The City would be a co- applicant with Target Corporation for <br />the grant. If successful, Target would be responsible for any matching funds associated with the <br />improvements. Additionally, the City would waive any administrative fees associated with plan <br />review. We have also discussed the possibility of in kind services being provided by the City in <br />terms of material removal. While further evaluation is necessary there may be existing <br />salvageable material available that would be useful to the City. <br />Requested Council Direction <br />Staff is requesting City Council opinion on the partnership concept. <br />Attachments <br />1.
