P17 <br />COUNCIL MINUTES May 29, 2012 <br />DRAFT <br />46 <br />47 FINANCE DEPARTMENT REPORT <br />48 <br />49 2A) Acceptance of 2011 Annual Audit Report prepared by CliftonLarsonAllen, LLC — Finance <br />50 Director Rolek introduced Rachel Flanders and Brady Hoffman of CliftonLarsonAllen, LLC to <br />51 provide a brief overview of the City's 2011 Annual Financial Report, to present the auditor's <br />52 management analysis and to answer any questions. <br />53 <br />54 Ms. Flanders and Mr. Hoffman reviewed the written summary of the audit report. The mayor noted <br />55 that the council received a comprehensive review of the report at the pre - council work session. <br />56 Questions were answered in depth during that meeting. He added that the city has seen improvements <br />57 in its financial bond rating in some ways relating to the impeccable accounting standards that are seen <br />58 with an audit. <br />59 <br />60 Council Member O'Donnell moved to accept the Annual Audit Report as presented. Council <br />61 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />62 <br />63 ADMINISTRATION DEPARTMENT REPORT <br />64 <br />65 <br />66 <br />67 <br />68 <br />69 <br />70 <br />71 <br />72 <br />73 <br />74 Council Member Roeser moved to approve Resolution Note 12 -39 as presented. Council Member <br />75 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />76 <br />77 PUBLIC SAFETY DEPARTMENT REPORT <br />78 <br />79 5A) Drivers Diversion Program — Public Safety Director John Swenson and City Attorney Robb <br />80 Olson reviewed staff s intent for the city to participate in a driver diversion program that will provide <br />81 services to get fines paid and licenses reinstated for certain driving after revocation or suspension <br />82 offenses. The diversion program is authorized by the State Legislature and administered by a private <br />83 company, Diversion Solutions. Staff and the city attorney are supportive of implementing the <br />84 program. <br />85 <br />86 The council had received a full explanation of the program at the pre - council work session. Mayor <br />87 Reinert confirmed that the program will not put any drivers with alcohol related offenses back on the <br />88 road. <br />89 <br />90 No action was required of the council on this item. <br />4B) Resolution No. 12 -39, Authorizing issuance of a special event permit for the Lino Lakes <br />YMCA Farmer's Market — City Clerk Bartell noted that the Lino Lakes YMCA has submitted a <br />special event application that requests permission to utilize the City's Village Green Park for a <br />farmer's market. The market proceeds would be used to benefit the YPartners program. The market <br />would be held on Thursdays, between 3:00 and 7:00 p.m. from July 12 through September 27. The <br />YMCA has submitted a detailed site and operations plan that has been reviewed by staff. The <br />application has been found to meet the requirements of the city code and Ms. Bartell noted that staff <br />is recommending approval of the issuance of this permit. <br />2 <br />• <br />• <br />
