EXECUTIVE SUMMARY <br />Include a brief Executive Summary (50 words or less) that summarizes the main goals and activities of the <br />project and the expected environmental outcomes that will be achieved. Identification of the total amount of <br />funds being requested along with the required match must be included in the Executive Summary. The <br />summaries will be used in the grant review process and on the RCWD website, for projects that are funded. <br />If funding is available, the FIVE CITIES intend to begin a process to better manage the use of <br />sodium chloride which is used as a road deicer. There is an environmental concern of long -term <br />increase in the concentration of chloride in our water. This could be detrimental to aquatic plants <br />and fish and in the future could be a detriment to public drinking water supplies. The Five Cities <br />collaborating on this effort represent approximately 30% of the RCWD jurisdictional area. See <br />attached map. <br />Adding City of Hugo increases the area represented to approximately 50% <br />of the RCWD. <br />%1L PROJECT DESCRIPTION & JUSTIFICATION! <br />The project must be located in a subwatershed containing a RCWD Tier 1 or Tier 2 lake, a waterbody with an <br />approved Total Maximum Daily Load (TMDL) study, or a waterbody with a Management Action Plan from <br />RCWD's Southwest Urban Lakes Study. Describe the specific watershed management, water quality or water <br />quantity need(s) that the project will address and its impact on the target water resource within the District. <br />Centerville and Golden Lakes. Also <br />• Name the target waterbody to be improved by this project: ud, Howard, Crossways,Rondeau,Peltier <br />• List and describe the Best Management Practices (BMPs) t okebT ait i�f j c ,Reshanau <br />The Five cities are moving away from the use of sand/salt toward primarily salt for road deicing. <br />The Five Cities will develop /adapt hest management practices for the use of road salt. <br />Specifically grant funds will be used to purchase anti -icing equipment to apply liquid salt - <br />brine in advance of winter storms. This will result in significantly lower overall use of <br />road salt. Additionally, the cities will incorporate training of staff to the policy of using only <br />the minimum salt necessary to provide safe roads following MNDOT guidelines. <br />Communities will provide residents with information on affects of deicing chemicals <br />with suggested steps they can take to reduce impacts of chloride on surface waters. <br />i Descre how Tong -term operation and maintenance of the project will be accomplished. <br />Ongoing costs of operation and maintenance of the program will be covered in the budgets <br />of the Five Cities.
