WS — Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br />Date: July 2, 2012 <br />To: City Council <br />From: Paul Bengtson, Associate Planner <br />Re: Landscaping Regulations Amendment <br />Background <br />The City Council engaged the planning consulting firm Stantec (formerly Bonestroo) to <br />complete a review of the existing Landscaping section of the zoning ordinance as part of the <br />2030 Comprehensive Plan update process. This work was completed over a year ago, but was <br />not adopted as the City Council had not yet adopted the 2030 Comprehensive Plan. <br />The Planning and Zoning Board and the City Council have reviewed the proposed language <br />previously, but staff updated portions of the proposed language as part of the comprehensive <br />review of Industrial Zoning Districts and outdoor storage uses. <br />SCHEDULE OF ACTIONS: <br />Planning & Zoning Board (Public Hearing) June 13, 2012 <br />City Council Work Session July 2, 2012 <br />City Council First Reading July 9, 2012 <br />City Council Second Reading July 16, 2012 <br />Publication of Ordinance TBD <br />Ordinance Effective TBD <br />Action Deadline Staff initiated, no deadlines <br />The proposed language follows the same format that the Planning and Zoning Board saw <br />previously, however the language has been simplified and shortened to make it easier for staff to <br />enforce and for developers /residents to understand. <br />The landscaping requirements are still composed of five distinct standards: Canopy Cover, <br />Foundation Landscaping, Open Area Landscaping, Buffer and Screen, and Boulevard Trees. <br />RECOMMENDATION <br />Staff is recommending approval of the proposed language. <br />ATTACHMENTS <br />1.
